The Land
& Habitats Business Unit within the Bord na Mona Group currently has a need
for a Land Use Manager on a specific purpose basis.  The role will report to the Head of Land
& Habitats.  The Land Use Manager
will manage the 80,000 Ha estate seeking to maximise commercial revenue, manage
the property portfolio as well as maximise current commercial revenue and
manage the amenity facilities within the Bord na Mona group. The role will also
involve ensuring Bord na Móna fulfils its obligations as a landowner, subject
to regulation, licenses, and reasonable expectation of salient stakeholders; ensuring
that planning for future-use projects will be enabled by demonstrating
appropriate stewardship. This includes proactively managing title registration
for the benefit of future-use projects. Estate Management activity includes
compliance, stakeholder relations, boundary management, security, care &
maintenance, fire prevention and firefighting. As appropriate for cost
efficiency, execution of some activities will be supported by other functions
on a pragmatic basis but accountability for outcomes and cost remains with
estate management.

The
Role:
The main duties and
responsibilities of the role will include the following:

  • Develop
    future land use strategy, develop Commercial Land propositions, and close out
    approved transactions with customers. Accountable to proactively manage
    stakeholder engagement to develop Commercial propositions in relation to the
    Bord na Móna Estate. Responsible to support and coordinate the engagements
    required by the various programmes and engagements across Land & Habitats
    including Bog rehabilitation, provision of sites for the construction of
    Renewable Energy projects, Internal Land use decision matrix (FlowForma),
    Compliance, land-use, disputes (boundary, flooding, etc.) in addition to needs
    of Estate Management. Stakeholders include EPA, County Councils, Government
    departments, Development Agencies, JT Commission, NGO’s, community
    representatives and other collaborators. Develop and refresh annually
    Stakeholder Analysis (using the Salience Model or similar) that is used to
    define appropriate strategies for the various Stakeholder categories.

  • Commercialisation of Bord na Móna Properties
    (excluding Newbridge site) portfolio through sales, lease, and alternative use projects.
    Management of the Lough Boora Discovery park and the development of other amenity
    commercial projects in conjunction with other interested parties.

  • Accountable
    for a multi-year title registration program to resolve Bord na Móna’s title
    registration of the Estate. The over-arching priority is to resolve all title
    issues in advance of planning submissions for future use projects with priority
    given to power generation projects. In this context, formal alignment on
    project scheduling and requirements via 5YP cycle is a critical annual
    exercise.

  • Accountable
    to develop, budget and implement annual fire management plans across the entire
    estate:

    • proactive
      fire prevention measures to minimise fires.

    • fire-control plans and resources to minimise
      and mitigate the impact of fire outbreaks. This includes proactive and
      constructive engagement with stakeholder including Local Authorities, Fire
      Service, Neighbours, Garda, EPA, and Planning Agencies.  As appropriate for cost efficiency, execution
      of some activities will be supported by other functions on a pragmatic basis
      but accountability for outcomes and cost remains with Estate Mgt. Solutions for
      areas under the control of JV’s, other operating units and 3rd parties must be
      specifically defined and costs allocated if appropriate.

  • Accountability
    for cost management, transparency and forecast reliability is essential. The
    management of cost and cash outflows is the critical financial focus. The scope
    definition for annual and multi-year programs, and ensuring internal (full
    Group) stakeholder support and commitment is key to budgeting. Implementing
    robust and transparent systems of control is required.

  • Accountable
    to develop, budget and implement annual and multi-year plans across the entire
    estate to ensure reasonable stakeholder expectations and obligations (under
    License, Irish and EU Legislation & Directives, planning etc.) are fully
    met.  Accountability includes care &
    maintenance and compliance activities (including IPC license requirements)
    previously discharged by the former Peat BU. Balanced approach to real and
    alleged impacts on neighbours (flooding, dust, etc.) to mitigate grounds for
    negative input to Planning Process.

  • As
    appropriate for cost efficiency, execution of some activities will be supported
    by other functions on a pragmatic basis but accountability for outcomes and
    cost remains with Estate Management. Solutions for areas under the control of
    JV’s, other operating units and 3rd parties must be specifically defined and
    costs allocated if appropriate.

  • Ensure
    that Bord na Móna property is protected from trespass, misuse, and abuse such
    as unauthorised land-use (including turf cutting), illegal dumping, anti-social
    behaviour etc. Coordinate and cooperate with relevant stakeholders to protect
    Bord na Móna’s assets. Establish and protect Bord na Móna’s reputation as an
    exemplar landowner as a key input to Planning. Take remedial action, as
    necessary. As appropriate for cost efficiency, execution of some activities
    will be supported by other functions on a pragmatic basis but accountability
    for outcomes and cost remains with Estate Management. Solutions for areas under
    the control of JV’s, other operating units and 3rd parties must be specifically
    defined and costs allocated if appropriate.

  • All

  • As a key member of the Senior Management team, proactively use the Performance Management process to support resource planning within your team and the wider organisation

The
Person:
The ideal candidate will
possess the following qualification, skills, knowledge and attributes;

  • 10+
    years’ experience within Estate Management, Compliance, Semi-State,
    Construction function.

  • Proficient
    in cost, project and stakeholder management within a matrix organisational
    structure.

  • Excellent
    report writing and communication skills is required.

  • Full
    proficiency in the use of MS Office Suite.
